Admission Information

The SOPHAS 2023 Application Cycle is open. Please submit all application materials through SOPHAS. SOPHAS offers resources to help you navigate the application system and the SOPHAS FAQ page will address many questions you may have. Please do not send materials directly to the Penn MPH office. Once SOPHAS has verified your application, it will be forwarded to the Admission Committee.

The Penn MPH Admission Committee will reconvene and begin reviewing verified applications on a rolling basis, starting November 1, 2022.

For the 2023 Admission Cycle, the priority deadline for applications is on or before February 1, 2023. Applicants who submit by the priority deadline are guaranteed a response by April 1, 2023. Our rolling admission policy encourages early submission of applications, but applicants can submit applications through April 15, 2023.

Applicants to the MPH program must submit the following documentation directly to SOPHAS:

  • Completed application via SOPHAS. Find the Penn MPH Program's SOPHAS listing hereNote: All tracks are evaluated with the same criteria. Please apply under one track only. Should you matriculate into the program, you will have the flexibility to finalize your track at a later time.
  • English Language Proficiency: TOEFL score (minimum of 100) or IELTS score (minimum of 7.0) or degree from an English-language institution for applicants whose first language is not English. The code for the TOEFL exam is 5688.
  • Official transcripts of previously completed undergraduate and graduate course work sent to SOPHAS. International applicants must use WES ICAP service to submit transcript evaluations. WES ICAP is found here.
  • Up-to-date resume or curriculum vitae.
  • Three recommendations from individuals who can attest to suitability for graduate study and to interest in public health. Note: These individuals will receive a request from SOPHAS to submit their recommendation.
  • A brief personal statement that should demonstrate an understanding of public health and explain the nature of the applicant's interest in the field. The statement should address how Penn's MPH program will prepare the applicant for a successful career in public health.
  • Application fee (submitted online - see the SOPHAS FAQ for fee chart). Note: This fee is charged by SOPHAS, not the University of Pennsylvania.

The Penn MPH Program does not require the submission of standardized test scores, such as the GRE, MCAT, GMAT, LSAT, DMAT or any equivalent test scores. If you have any questions about this, please reach out directly to Nick Van Meter (

Applications are assessed holistically, considering coursework, transcript, references, and previous public health or relevant experiences, such as job experience, fellowships, or internships.

The University of Pennsylvania MPH program is not STEM designated for OPT.

Re-application Policy 

Applicants to the Master of Public Health Program who were not accepted by the program cannot appeal the decision of the Admissions Committee. However, they can elect to reapply to the program no sooner than the following academic year. The application fee is waived for re-applicants who re-apply within five years of the previous application date. Re-applicants are not required to submit transcripts or standardized test scores if the transcripts or scores have not changed.

Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act

Federal law, the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, requires all institutions of higher education to provide information on their security policies and procedures and specific statistics for criminal incidents and arrests on campus to students and employees, and to make the information and statistics available to prospective students and employees upon request. The Pennsylvania Uniform Crime Reporting Act requires Penn to provide information about its security policies and procedures to students, employees and applicants; to provide crime statistics to students and employees, and to make those statistics available to applicants and prospective employees upon request.
